An Executive Order creating an agency shall clearly define its purpose and the duties, responsibilities and qualifications of agency officials, salaries of the officials, projected number of employees and the maximum permissible expenditures of the agency. Laws 1973, c. 153, § 4, emerg. eff. May 14, 1973.
