The institutions of higher learning eligible for participation in the Section Thirteen Fund and the New College Fund, as provided in the Enabling Act, Sections 8 and 12; the Constitution of the State of Oklahoma, Article XI, Sections 1 and 5; Title 70, Section 617, O.S. 1951; and Title 64, Section 355, O.S. 1951, are hereby authorized to expend said funds from time to time as needs arise for the construction and purchase of buildings, for the purchase of equipment, and for other capital additions. The provisions of this act shall be cumulative to existing laws. Laws 1947, p. 510, § 1.
