§70-23-124. Article to be liberally construed.

This article being necessary for the advancement of education and the welfare of the state and its inhabitants shall be liberally construed to effect the purposes thereof; provided that until specifically authorized by the Legislature the provisions of this article shall not be utilized in any other manner. Added by Laws 1971, c. 281, § 23-124, eff. July 2, 1971.
