§ 97. Completing unfinished papers. The secretary of state shall have
power to complete and sign and certify in his own name, adding to his
signature the date of so doing, all records of incorporation papers and
other papers left incomplete or unsigned by any of his predecessors,
with the same force and effect as though said records had been duly
signed by such predecessors.
