§ 15-2301. Legislative purpose.
The purpose of title 23 of this article is to provide a method by
which a project may be undertaken to improve the channel, construct
dikes or regulate the flow of a river for the protection of life,
property and the public health or welfare from damage by floods, such
work in general to be done at the expense of the owners of the
properties and of the political subdivisions of the state benefited
thereby.
