§ 103. Repeal of resolution by board. Not less than twenty days prior
to the election at which a resolution is to be voted upon by the
electors of the county for approval or disapproval, the board of
supervisors may, except as otherwise expressly provided in subdivision
four of section one hundred one, reconsider its action thereon and
repeal such resolution, whereupon the proposition for its approval shall
not be submitted at such election, or, if submitted, the vote of the
electors thereon shall be without effect.
