NRS 637.181 Penalties for unlicensed activity or certain violations: Issuance of order to cease and desist or citation; order for reimbursement of costs of investigation or hearing; assessment of administrative fine. Notwithstanding the provisions of chapter 622A of NRS, if the Board determines that a person who is not licensed pursuant to this chapter has engaged in an activity for which a license is required pursuant to this chapter, or has violated, or employed a person who, in the course of his or her employment, has violated any provision of NRS 637.125 or any regulation adopted by the Board to carry out the provisions of that section, the Board may:
1. Issue and serve on the person an order to cease and desist from engaging in the activity until such time as the person obtains the proper license from the Board.
2. Issue a citation to the person pursuant to NRS 637.182 . Such a citation must describe with particularity the nature of the violation and inform the person of the provisions of this section.
3. Order the person to reimburse the Board the costs of any investigation or hearing related to a violation.
4. Assess against the person an administrative fine of not more than $10,000 for each separate violation. The imposition of an administrative fine is a final decision for the purposes of judicial review.
5. Impose any combination of the penalties set forth in subsections 1, 2 and 3.
