15. Any person violating section 112 of P.L.1977, c.110 (C.5:12-112), or engaging in unlawful gambling in violation of Article IV, Section VII, paragraph 2 of the New Jersey Constitution, other than a sweepstakes offered or conducted in violation of section 2 of P.L.2025, c.128 (C.52:17B-139.15), shall, in addition to any other sanctions authorized by law or regulation, be liable to a civil penalty of not more than $10,000 for the first offense and not more than $25,000 for the second and each subsequent offense. Each statutory violation shall constitute a separate offense.
