No person shall furnish a non-resident who is sick, elderly, injured, or who has a physical disability, with transportation at the cost of the municipality until the municipal welfare director has ascertained the legal residence of the person applying. Transportation furnished to a person shall be to the person's legal residence unless it shall appear that the person has some valid claim for support or some means of support in some other place to which the person shall ask to be sent.
