10. a. The following words or terms as used in this section shall have the following meaning unless a different meaning clearly appears from the context:
"Small business enterprise" shall mean a business which has its principal place of business in this State, is independently owned and operated and meets all other qualifications as may be established in accordance with P.L.1987, c.55 (C.52:27H-21.7 et seq.).
"Special assistance small business enterprise" means
(1)a small business enterprise having its principal place of business in a municipality in this State in which an urban enterprise zone has been established pursuant to the "New Jersey Urban Enterprise Zones Act," P.L.1983, c.303 (C.52:27H-60 et seq.), or
(2)a small business enterprise having at least 50% of its employees who are economically disadvantaged individuals.
"Economically disadvantaged individual" means a person who
(1)resides in a municipality in this State in which an urban enterprise zone has been established, or
(2)has been unemployed or the recipient of public assistance benefits for a period of at least one year immediately prior to accepting employment with a special assistance small business enterprise.
b. The authority may, by resolution, establish a special assistance small business enterprise program for projects to be funded from the accounts established by section 4 of this act.
