6. The Department of Education shall create educational materials for parents and guardians based upon the recommendations developed by the task force pursuant to paragraph
(9)of subsection a. of section 4 of this act. The department shall provide the educational materials to local Parent Teacher Associations throughout the State for presentation to their members.
