(a)(Deleted by amendment.)
(b)No changes in the rules and regulations shall go into effect from May 1 to September 30 of any year unless the Boat Regulation Commission shall find a need for the adoption of emergency rules and regulations pursuant to subsection
(c)of section 4 of the "Administrative Procedure Act," P.L.1968, c. 410 (C. 52:14B-4(c).
