1. The office of management and budget shall purchase or lease or otherwise arrange for
the procurement, for all state agencies and institutions in the executive branch of state
government, all materials, furniture, fixtures, printing, insurance, services, and other
commodities. Contracts for use by multiple state agencies and institutions, including
purchases under this section, must be established as a state contract by the office of
management and budget or as a cooperative purchasing contract under section
