Commissioner of education to be executive officer — assistants. — The state commissioner of education is the executive officer of the state board for the administration of sections 178.420 to 178.580 . He shall appoint, with the approval of the board, the assistants that are necessary to properly carry out the provisions of sections 178.420 to 178.580 .
