128.345. Definitions. — 1. All references in sections 128.451 to 128.458 to counties, voting districts (VTD), and tract-blocks (Block) mean those counties, voting districts (VTD), and tract-blocks (Block) as reported to the state by the United States Bureau of the Census for the 2010 census.
2. All references in sections 128.461 to 128.478 to counties, voting districts (VTD), and tract-blocks (Block) mean those counties, voting districts (VTD), and tract-blocks (Block) as reported to the state by the United States Bureau of the Census for the 2020 census.

On November 13, 2025, the official ballot title was certified by the Secretary of State (Section 116.180 , RSMo) and approved for circulation in accordance with Article III, Section 52(a) of the Missouri Constitution.
On December 9, 2025, the Secretary of State's Office received 691 boxes of referendum petitions for House Bill No. 1. The submitted petition signatures are subject to verification by election authorities and the Secretary of State.
