393.63 School for deaf; money drawn considered an advance.
Sec. 13.
That the amounts so drawn shall be considered as an advance to the institution on any appropriation made by the legislature at its regular session for the year in which the appropriation is made, and shall be deducted therefrom and transferred to the general fund.
