§9–1601.
(a)This subtitle does not apply to:
(1)the Governor;
(2)any unit of the Judicial Branch;
(3)any unit of the Legislative Branch;
(4)the Comptroller of the Treasury;
(5)the incarcerated individual adjustment hearing officers;
(6)the Public Service Commission;
(7)the State Workers’ Compensation Commission;
(8)the Parole Commission;
(9)the Health Services Cost Review Commission;
(10)the Maryland Health Care Commission; and
(11)unemployment insurance benefit determinations and employer obligation determinations in the Maryland Department of Labor, and appeals from those determinations.
(b)Except as provided in subsection
(a)of this section, this subtitle shall apply to each agency that employs or engages one or more hearing officers to adjudicate contested cases unless the agency has been exempted by the Governor under subsection
(c)of this section.
(c)Until July 1, 1994, the Governor may temporarily exempt an agency from this subtitle.
