The Council includes:
(1)the Governor;
(2)the Lieutenant Governor;
(3)the Secretary of State;
(4)the secretary of each principal department of the Executive Branch of the State government;
(5)the State Superintendent of Schools; and
(6)the Secretary of Higher Education.
