§17–320.
(a)Any person aggrieved by a decision of the Administrator or as to whose claim the Administrator has failed to act within 6 months after the filing of the claim, may commence an action in the circuit court for the county to establish the claim.
(b)The proceeding shall be brought within 90 days after the decision of the Administrator or within 1 year from the filing of the claim if the Administrator fails to act.
