Section 11. Wherever appearing in sections eleven to twenty R, inclusive, the term ''governor'' includes any person performing the functions of governor by authority of the law of this commonwealth, the term ''executive authority'' includes the governor, and any person performing the functions of governor, in any other state, the term ''surrender'' refers to the arresting and delivering up of a person in this commonwealth to the executive authority of another state, and the term ''state'', referring to a state other than this commonwealth, refers to any other state or territory, organized or unorganized, of the United States.
