Section 13. The state secretary shall examine such report, and if he finds that it conforms to the requirements of this chapter, he shall endorse his approval thereon, and upon the payment of a fee to be determined annually by the commissioner of administration under the provision of section three B of chapter seven shall cause this report to be filed in his office in book form for convenient reference, and open to public inspection.
