Section 133. A certified copy of such authorization and a certificate of the vote of the company, signed and sworn to by the president, treasurer and a majority of the directors, shall be filed in the office of the state secretary. The department shall require public notice to be given of the change so authorized; and upon receipt of proof thereof the state secretary shall grant a certificate of the name which the company shall bear, which, subject to the restrictions of section four, shall thereafter be its legal name.
