Section 214. A railroad corporation which refuses or neglects to receive, forward or deliver milk by the can over its railroad or any portion thereof at the tariff rate therefor, as provided in the preceding section, shall forfeit to the person tendering the same five dollars for every can of milk which it so refuses to receive or neglects to forward and deliver at the said tariff rate.
