Section 48. The secretary shall examine such report, and if he finds that it conforms to the requirements of section forty-seven shall endorse his approval thereon; and upon the payment of the fee required by section fifty-five, it shall be filed in the office of the state secretary, who shall receive and preserve it in book form convenient for reference and open to public inspection.
