Section 27E. At least seventy-five per cent of the persons employed by the department of highways to work in connection with the construction, reconstruction, alteration or repair of any public works, in positions other than those subject to the civil service laws and rules and regulations, shall be residents in the highway district, as then established by said department or its successor in office, in which the work is being done.
