Section 1. The commissioner of the division of occupational licensure, in this chapter called the commissioner, shall have charge of the administration and enforcement of all laws, rules and regulations which it is the duty of the division of occupational licensure, in this chapter called the division, to administer and enforce, and shall, except as is otherwise provided, direct all inspections and investigations. He shall, subject to the approval of the governor, make all necessary rules for the government of his division, for reports to be made by officers under him and for the performance of their duties. He shall make an annual report.
