Section 66. A person aggrieved by the action of a single examiner in refusing, suspending or revoking a license to act as engineer or fireman may, within one week, appeal therefrom to the chief of the division of inspection of the department of fire services, who shall appoint three inspectors of the division, or himself and two inspectors, to act together as a board of appeal. The decision of a majority of the members of the board of appeal shall be final.
