Section 6. A licensee under section fifty-four or fifty-nine of chapter one hundred and forty, or any other person in charge of the licensed premises, who refuses to allow the administrator or his authorized agent to enter said premises, or any person who wilfully hinders, obstructs or prevents the administrator or his authorized agent from entering said premises or from making the examination authorized by section five shall be punished by a fine of not more than two hundred dollars.
