Section 72D. Every nursing home, rest home, and long-term care facility shall provide telephone access for the use of the residents. Telephones shall be located so as to assure privacy during usage, for use by wheelchair residents, and shall be equipped for sound amplification. The department shall promulgate regulations under this section and may allow in such regulations extensions of time and waivers for certain homes and long-term care facilities which the department shall find to be in hardship if the provisions of this section are implemented forthwith.
