Section 86. All fish when landed from a vessel or boat shall be weighed by a public weigher of fish or his deputy, when so requested or demanded by the buyer or seller of such fish or by the master, agent or a majority of the crew of such vessel or boat; and said weigher shall issue a certificate of weight to the seller and a duplicate to the buyer. The director of consumer affairs and business regulation may adopt, amend or repeal, and shall enforce, all such reasonable rules and regulations, and orders thereunder, as may be necessary or suitable in relation to the weighing, sorting and culling of fish when landed from a vessel or boat.
Whoever violates said rules or regulations or orders thereunder shall be punished by a fine of not less than fifty nor more than one hundred dollars.
