Section 42. The director shall, to the extent of appropriation or appropriations therefor, establish and maintain a plant or plants for the propagation of lobsters by rearing them from the time of hatching to the bottom crawling stages. Lobsters from which the eggs are to be obtained for such hatching and rearing shall be taken and disposed of in accordance with section forty-three. The commissioner, in his budget estimates, filed pursuant to section three of chapter twenty-nine, shall include a statement of appropriation or appropriations recommended by him for the purpose of carrying this section into effect.
