Section 47. Farmers' clubs which are organized and are holding regular meetings shall, upon application made annually in November to the commissioner, receive copies of the department's report and of its other publications, in proportion to the number of their members and to the applications so made. A club which receives such copies shall annually in October make returns to said commissioner of its agricultural experiments and of the reports of its committees.
