Section 29. Whoever violates any provision of sections sixteen to twenty-seven, inclusive, or offers any hindrance to the carrying out of any part thereof, or after receipt of written request from the director or any of his assistants unreasonably refuses or neglects to comply with any order or regulation lawfully made under any of said sections, shall be punished by a fine of not less than ten nor more than one hundred dollars to the use of the commonwealth.
