Section 16. The director of regulatory services and his assistants may at all times enter any public or private grounds in the performance of duties required by section seventeen to thirty-one, inclusive, for the purpose of abating any serious plant diseases. Said director may, subject to appropriations, make contracts on behalf of the commonwealth.
