Section 3. The secretary and the commissioner shall consult on a regular basis with the secretary of economic development, the secretary of the executive office of environmental affairs, the commissioner of the department of environmental management and the director of the office of travel and tourism in order to determine the extent and nature of improvements the department may undertake to accomplish the purposes of this chapter. The commissioner shall file a report with the clerks of the senate and house of representatives on or before the first day of December of each year detailing the improvements undertaken on the gateway roads during the prior year and outlining the projects to be undertaken on said roads during the subsequent year.
