Section 6. Subject to any conditions imposed by the department as a condition of approving a starter home zoning district, each city or town with an approved starter home zoning district shall be entitled to a 1-time zoning incentive payment upon approval of the district by the department in accordance with the schedule set forth in subsection
(a)of section 9 of chapter 40R and a production bonus payment of $3,000 for each starter home created in the starter home zoning district.
