Section 128. The commission may establish regional offices equipped to offer the public complete information or services which are the responsibility of any of said three departments of mental health, public health, public welfare and MassAbility.
The commission shall give high priority to establishing service regions, and to offering comprehensive service to the citizens, thereby preventing unnecessary traveling from office to office seeking information, advice, or assistance from each of said departments and said commission.
The commission may also organize regional advisory committees of not more than thirty persons to be appointed by the chairman to aid in planning for, locating or operating the combined regional health and welfare service facility. Membership on the regional advisory committee shall be from the same categories of persons listed in section one hundred and twenty-seven.
The commission shall report annually to the general court.
