Section 38. No person trained and designated by the department of aging and independence as a counselor or coordinator in the serving health information needs of older adults program, whether acting on a compensated or volunteer basis shall be liable in any civil or criminal action by reason of the good faith performance of such person's official duties. The department shall make publicly available a description of the function and the responsibilities of such counselor.
