Section 7A. There shall be a Center for Health Information and Analysis Fund which shall be a separate, nonbudgeted special revenue fund to be administered by the executive director. The fund shall be credited with:
(i)any transfers from the Health Safety Net Trust Fund established in section 66 of chapter 118E;
(ii)appropriations or other money authorized or transferred by the general court and specifically designated to be credited to the fund;
(iii)funds from public and private sources, including, but not limited to, gifts, federal financial participation, grants and donations; and
(iv)any interest earned on the assets of the fund. Amounts credited to the fund shall be expended, without further appropriation, for the expenses of the center and for the other purposes described in this chapter. For the purpose of accommodating timing discrepancies between the receipt of revenues and related expenditures, the fund may incur expenses and the comptroller may certify for payment amounts not to exceed the lower of amounts credited to the fund during the period of the timing discrepancy or the most recent revenue estimate as reported in the state accounting system. Any balance in the fund at the close of a fiscal year shall be available for expenditure in subsequent fiscal years and shall not be transferred to any other fund or revert to the General Fund.
