§84. Form of bids; bond
All bids received by the Division of Administration, Office of the Governor, shall be by sealed proposals addressed to the Division of Administration, and each bid must be marked "Bid for Printing Advertisements, Public Notices, Proclamations, etc., in the Official Journal of the State", and must be accompanied by a bond (which shall serve as both a bid and performance bond) in favor of the Governor of the state of Louisiana, with good and sufficient sureties to be approved by the Division of Administration in the sum of ten thousand dollars, conditioned for the faithful performance of all duties devolving upon the contractor by law and payment of all damages which may result from neglect or delay.
There shall be implied in every bid and contract the promise and obligation to comply with all requirements of law. The Division of Administration shall have the right to reject any and all bids. No member or officer of any of the departments of the government of this state shall be in any way directly or indirectly interested in any such contract.

§84. Submission of other information
A. Each board and commission shall fully cooperate with the commissioner of administration in implementing and complying with the requirements of this Chapter.
B.(1) Except as provided in R.S. 43:83, each board and commission shall submit to the commissioner of administration all information required to be included on the Official Journal of the State pursuant to R.S. 43:82 by February first of each year. Except as provided in R.S. 43:82 relative to membership information and financial and budget information, the information shall be complete for the previous calendar year.
(2)The information required to be submitted pursuant to this Section shall be submitted by an appropriate officer of the board or commission. The officer shall certify that the information submitted is true and correct to the best of his knowledge, information, and belief.
C. All submissions of information required by this Section shall be made in an electronic format designated by the commissioner of administration.
