§412.1. Handling charges
A. Except as provided in Subsection E of this Section, the office of motor vehicles shall collect, in addition to any fee authorized by law, a handling charge of eight dollars for vehicle titling and registration:
(1)New vehicle or out-of-state title.
(2)Transfer of ownership.
(3)Record and cancel mortgage.
(4)Lost plate and sticker.
(5)Conversion of license plate.
(6)Duplicate title.
(7)Letter of authorization to operate an unregistered vehicle.
(8)Motor vehicle inspection sticker and rejection stickers.
(9)Motor vehicle inspection station permits.
(10)Duplicate motor vehicle inspection station permits.
(11)Motor vehicle inspection station signs.
(12)Motor vehicle inspection mechanic inspection license.
(13)Duplicate motor vehicle inspection mechanic inspection license.
(14)Sheriff's certificate of chattel mortgages.
(15)Recordation of floor plans.
(16)Dealer temporary marker.
(17)Agriculture permits.
(18)Refunds - driver's license and vehicle registration.
(19)Certified copies.
(20)Claims against dealer bonds.
(21)Titles, certificates, or similar documents for salvaged vehicles.
(22)Department of Transportation and Development ticket assessments.
(23)Nonresident cab cards.
(24)Reciprocity cab cards.
(25)Records created by R.S. 9:1149.6.
B.(1) Except as provided in Subsection E of this Section, the office of motor vehicles shall collect, in addition to any fee authorized by law, a handling charge of twelve dollars for each of the following Class "D" and "E" driver's license transactions:
(a)New applications.
(b)Renewals.
(c)Duplicates.
(d)Valid without photo.
(2)The provisions of this Subsection shall not apply to Class "D" and "E" driver's licenses for a duplicate transaction pursuant to R.S. 32:406 when the change of address was caused by the renaming of a street or highway in accordance with a parish or municipal ordinance.
(3)Except as provided in Subsection E of this Section, the office of motor vehicles shall collect, in addition to any fee authorized by law, a handling charge of twelve dollars for each of the following identification card transactions:
(a)New applications.
(b)Renewals.
(c)Duplicates.
C. Additional handling charges of eight dollars may be established by the office of motor vehicles upon transactions not specifically named in Subsections A and B of this Section in accordance with procedures in the Administrative Procedure Act.
D. Three dollars and seventy-five cents on Class "D" and "E" driver's license transactions, and two dollars and fifty cents of the fee charged for all other handling fees charged or collected shall be forwarded to the state treasurer for deposit in to the Office of Motor Vehicles Customer Service and Technology Dedicated Fund Account created pursuant to the provisions of R.S. 32:429.2.
E. A child who is in foster care, as defined in Article 603 of the Louisiana Children's Code, shall not be required to pay the handling fee or other charge in order to obtain a driver's license or identification card.
