§1515. Employment security administration account
A. Notwithstanding the provisions of R.S. 23:1511, there is hereby established a special account of the Employment Security Administration Fund to be known as the Employment Security Administration Account. Amounts that are appropriated and made available to the administrator from the social charge account, as provided in R.S. 23:1553(B)(7), (9), and (11), shall be paid into this account. Amounts from such account shall be pledged and dedicated for use solely and exclusively for supplemental funding of personnel costs associated with specific unemployment insurance and employment security functions of Louisiana Works.
Such functions shall be restricted to those provided according to the provisions of this Chapter for the following:
(1)Auditing of claims filed.
(2)Recovery of amounts overpaid to claimants.
(3)Auditing of experience-rating accounts.
(4)Recovery of delinquent contributions.
(5)Disposition of appeals.
(6)Cash management and remittance processing.
(7)Field staffing.
(8)Outreach to employers, employees, and unemployed persons.
B. Such amounts shall not be expended or be available for expenditure in any manner which would permit their substitution for, or a corresponding reduction in, federal funds which in the absence of such monies would be made available for the administration of this Chapter.
