HRULE 8.14
Rule 8.14. Committee report required
A. No bill or joint resolution originating in the House shall be engrossed and passed to third reading unless it has been reported by a committee.
B. No Senate bill or joint resolution shall be passed to its third reading unless it has been reported by a committee.
