SRULE 13.86
Rule 13.86. Absence of quorum; authority of members present
In the absence of a quorum the members present shall have authority only:
(1)to adjourn;
(2)to debate and discuss matters before the committee;
(3)to receive information or opinion from other persons;
(4)in the case of a full committee, to constitute themselves as a temporary subcommittee, which may determine recommendations to be made to the full committee.
