The powers of the agency shall be vested in the commissioners appointed as members of the board of commissioners. For inefficiency or neglect of duty or misconduct in office, a commissioner may be removed by the governing board of the city, but only after he shall have been given a copy of the charges made against him at least ten
(10)days prior to a public hearing thereon, if such a public hearing is requested within two
(2)days after notice of charges.
