An agency shall have the right to lease any parcel or parcels obtained by it pursuant to its proceedings under KRS 99.330 to 99.510 for such uses and purposes as may be deemed desirable, even though not in conformity with the development plan, during the period of the development of any project, provided, however, that no such leases shall be made for a term longer than three
(3)years or beyond the date of the completion of the redevelopment work, whichever may be the shorter term.
