Within sixty
(60)days after the close of each fiscal year the commission shall make a full, detailed report to the mayor of the city, showing all the financial operations and the general scope of the operations of the commission and of the memorial during the preceding fiscal year. The report shall be transmitted by the mayor to the city legislative body. The commission shall adopt and maintain an efficient system of accounting, covering all of its fiscal work and that of the memorial. The mayor may cause the accounts and records to be examined at any time, and report of such examinations shall be made to the mayor. The mayor and the legislative body may call upon the commission at any time for any information or report concerning the fiscal or other operations of the commission.
