(1)Any water district may construct or acquire, and operate, within or without the
district, additions, extensions, and all necessary appurtenances to the water system,
the cost of which may not be assessed as a local benefit, for the purpose of
supplying the water district with water.
(2)One
(1)or more of such additions, extensions, or appurtenances owned by one
or more persons may be acquired as a single enterprise, and the commission may
agree with the owner as to the value thereof and purchase the same at that value.
