(1)The board shall meet within thirty
(30)days of the creation of the board and the
members shall select from among themselves a chairman and vice chairman and
adopt such rules, regulations, and bylaws not inconsistent with KRS 67C.301 to
67C.327 for the necessary operation of the board. In all nondisciplinary matters
requiring a vote, a majority of the board members present and voting shall
determine any questions, provided that at least three

to constitute a quorum.
(2)In cases of discipline, four
(4)members of the board shall be present to constitute a
quorum, one
(1)of which shall be a police officer as defined in KRS 67C.305(3).
