If at a subsequent meeting, the governing body of the urban-county government determines that the owners of more than fifty percent (50%) both in number of lots or parcels and in aggregate assessed value of the properties to be benefited by the project, object to the project, it shall not be undertaken unless the project is that of constructing sanitary sewers, in which case the governing body may approve the project with less than fifty percent (50%) property owner approval if the project will eliminate a public health hazard.
If fifty percent (50%) or more do not object, the governing body shall enact a Second Ordinance, which shall be published as provided in KRS 67A.730 with respect to publication of the First Ordinance.
